What Was Presented to Clerk Forlini

This is the report that was brought to Clerk Forlini alleging a 17.6 fraud rate. 

The narrative has been that this applied to the whole county but even in the allegation it applies to only one township.

Unfortunately the people preparing this report took that single township alleged rate and without any documentation or substantiation applied it to Macomb County, then jumped it into Wayne  county and then the entire state of Michigan as though that was an actual documented fraud rate.
